What's causing it could be the wrong fluid being used or the system is under filled causing aeration of the fluid. If the system is otherwise working properly, then you have to consider the most common causes from above. If those two aren't the cause, then it's also possible air is getting past the shaft seal and aerating the fluid, which would require a rebuild or replacement.
