Crossover pipe in heater hoses

Crossover pipe in heater hoses

I got a 66 fairlane wagon. Only option is a/c. Was wondering if the crossover connecting the heater hoses is a stock feature or even needed and what is the benefit to having it?

which engine? is this a metal piping configuration? only thing that comes to mind would be a vaccum controlled water valve on an a/c car. v8 bypass hose would control water surge.
