This forum isn't geared toward the early Fairlane models, but I'll try to help where I can. The engine is Ford's Y block. It oils the valvetrain through an oil gallery in the block that passes through the block's deck and into head and into the rocker shafts. This hole was not precisely drilled and there is a known mismatch between the head and the block that leaves the hole much smaller than it should be. It is also prone to clogging up, especially in an old engine. The solution would be to tear down the engine, boil out the block, then do some drilling to better mate the two holes. You might be able to get by with just pulling the heads and cleaning out the passages as best you can. Rarely is the problem in the pump itself if it can suck oil.
There are Y block forums. I'm sure their expertise on this engine will get you much farther than I could.
